A bill before the House of Assembly of Newfoundland and Labrador would shift the blame for dangerous driving around school buses, in school zones and construction zones.

Bill 12 would amend the Highway Traffic Act to allow the registered owner of a vehicle to be charged with passing a school bus while its red flashing lights are activated, speeding in a school zone and speeding in a construction zone.

It would also increase the minimum and maximum amounts of the fine for passing a school bus while its red flashing lights are activated.

The owner of the vehicle would not be held responsible if they could prove they were not in possession of the vehicle or if it was being driven without the owner’s consent.
